Why do I need wedding (or civil partnership) witnesses?

Two witnesses are required for a legal marriage (or civil partnership) in England and Wales.
They don't have to be related to you.
They don't have to live in Cornwall.
They simply need to understand what's happening (speak and understand English) and sign the marriage schedule or civil partnership paperwork.
They should be mature enough to understand the ceremony and what they're signing. In practice, most couples choose adult witnesses.
They do not need to bring any ID with them.
They must remain in the room for the entire duration of the ceremony.

Can Penzance Registration Office provide witnesses?

But in most cases, the answer is no, and registrars themselves cannot act as your witnesses. What happens on the day?
After booking us, we’ll be in touch with you two weeks before to check in and see if there is anything you need extra assistance with. On the day we'll arrange to meet you inside Penzance Registration Office before your ceremony. We'll introduce ourselves, hopefully make you feel at ease, accompany you into the office or ceremony room (depending which option you’ve booked) and act as your witnesses. Afterwards, we'll congratulate you and quietly leave you to enjoy the rest of your day - or, if you'd like, we're always happy to take a few photographs on your phone.

Can we just ask two complete strangers on the day?
Yes, legally you can. However, it can be surprisingly stressful arriving on your wedding day hoping to find two suitable people who are available, willing to help and able to stay for the whole ceremony and sign the paperwork. By booking professional witnesses in advance, you know everything is taken care of before you arrive.
How much notice do you need?
Sometimes, not much at all! Drop us a line, and we’ll chat through availability.
Can we book at short notice?
Yes, do contact us to discuss your options.
Can one witness be ours and one be yours?
Yes, that’s usually an option (not always available for longer distance ceremonies)
What if our ceremony overruns?
It’s not a problem for us - but be assured, the registrars usually run on time.
Can we bring our dog?
Only assistance dogs are permitted unless you book a ‘distinctive’ ceremony.
Can you witness a civil partnership in Cornwall?
Yes, absolutely.

Is Penzance Registry Office the same as Penzance Register Office?
Yes. Although many people still say "registry office", the official term is "registration office", and most people searching online use "register office". They're all referring to the same place.

Getting married at Penzance Registration Office

The offices are in St Johns Hall - a building also housing the library and other community facilities at

Alverton Street, Penzance, TR18 2QR. It’s grade II listed, with a rather impressive ceremony room (if this is the option you book). Disabled access is located through the main entrance on the ground floor which has automatic doors - the registration offices are on the first floor, and it is accessible by lift for wheelchair users throughout. There are disabled toilets on each floor. The nearest car park is Penalverne car park (right next to St John’s Hall). Other options nearby are Clarence Street car park and Park Corner car park. Confetti may be thrown outside as long as it is biodegradable.

This office has two provisions for your legal marriage (as well as the civil partnership option). The main difference (in our humble opinion) is the cost, which room you’ll be in, and that one option includes more words than the other! (Please consult the council website for more details - our information is correct as of August 2026.)

Statutory appointment: (approx cost is £62 plus certificate fee and notice fees)

This is a legal appointment to register your marriage or civil partnership.
It is for couples who want to complete the legal process only, with no ceremony.
You will only say the legal vows and declarations, and sign the marriage schedule. (Although we have seen some registrars include the option to exchange rings.)
The appointment usually takes place in a working registration office.
Only your two witnesses can attend - no additional people (eg a photographer) are allowed.
We strongly encourage you to book in advance - as appointments can be scarce, especially in the summer months.

Simple wedding or civil partnership: (approx cost is £398 on a weekday and £604 on a Saturday plus certificate fee and notice fees)

This is described by Cornwall Council as a straightforward and intimate wedding option.
It’s a short, legal civil ceremony held in a ceremony room.
It includes being escorted into the room, a few generic words about marriage, the exchange of legal vows and declarations, the exchange of rings and ring vows, and the signing of the schedule.
You can bring a photographer as well as your witnesses.
Availability varies but there are likely to be more appointments for a simple ceremony available than the statutory option.

Former Registrar's Tip: We think Penzance is one of the nicest registration offices! And probably one of the few where the 'upgrade' is worth it.

Travelling from outside the area to Penzance for your wedding?

In the far west of Cornwall, Penzance is a popular holiday destination and couples will often combine their legal ceremony with lunch in the town or in nearby Mousehole. Alternatively, Marazion and St Michael’s Mount are not far at all, and provide a lovely backdrop for photos!
